Significant EU Reform Standardizes Cabin Luggage Rules

Air travel in the European Union is set for a major overhaul, with the biggest changes to passenger cabin luggage rights in decades recently agreed upon by EU lawmakers. The new regulations, the first major update since 2004, aim to bring greater transparency and convenience to travelers by reducing the confusion and excessive fees associated with carry-on bags.

Under the forthcoming rules, passengers with a standard airline ticket will be permitted to bring two pieces of hand luggage on board without any additional charges. This allowance includes one small personal item, such as a laptop bag, small handbag, or briefcase, that can be stowed under the seat in front. A second, larger cabin-sized bag is also permitted, with a maximum weight of 7kg and maximum dimensions totaling 100 cm.

Implementation and Exclusions

The implementation of these new standards across all EU member states is anticipated by October 2027. It is important to note that due to the UK leaving the European Union, these specific rules will not directly benefit passengers departing from UK airports, or British citizens in the same way. Major UK airlines like EasyJet, British Airways, and Jet2 have clarified that the new EU standard only applies to return flights originating from an EU country destined for the UK.

Despite being outside the immediate direct mandate, British airlines are expected to review their own luggage policies to potentially align with the streamlined EU approach. The new regulations still allow airlines to offer discounted tickets to passengers who choose to travel without any cabin luggage. Ultimately, the new framework is designed to protect travelers from exploitation and simplify the check-in and boarding experience.
